register. The necessity for power to wind up British

Companies in China in respect of their property here is

being daily demonstrated in connection with the recent

commercial crisis. The administration of justice would

be seriously impeded and business interests needlessly

harassed, were it necessary to make all applications on

a petition to wind up a company to a Court three days

distant, with which communication is irregular, and which

can exe rcise no jurisdiction in China where very often

the whole of the property affected by the Court's order

is situated.

I have the honour to be,

Your Excellency's

most obedient servant,

į

(sd.) H.. de SeusmarAZ.
